Is Thailand a member of the Apostille Convention?

Thailand acceded to the Hague Convention Abolishing the Requirement of Legalisation for Foreign Public Documents (the Apostille Convention) and the convention entered into force for Thailand on 14 August 2016. This means apostille-issued Thai public documents are accepted in other member countries without further consular legalization, provided the destination country also accepts that route. Our advisories confirm the current status for each destination you have in mind.

Which authority issues apostilles in Thailand?

The Ministry of Foreign Affairs of Thailand is the designated competent authority for issuing apostilles on Thai public documents. The process involves prior authentication by the relevant issuing authority before the Ministry of Foreign Affairs affixes the apostille certificate. The exact steps vary by document type — for example, civil status documents, educational certificates, and commercial documents each follow a somewhat different pre-authentication path before reaching the Ministry.

What is the difference between legalization and apostille?

Legalization (or consular legalization) is a chain of certifications — from the document issuer, through a national authority, to a consulate or embassy — confirming a document's authenticity for use in a foreign country. An apostille is a simplified, standardized certificate used between member countries of the Hague Apostille Convention that replaces the full legalization chain. If the destination country is not a member of the Convention, or does not recognize Thailand's apostille for a particular document type, the full legalization path may still be required.

How long does the apostille process typically take in Thailand?

Processing times at the Ministry of Foreign Affairs depend on the volume of submissions and the document type. Standard processing at the Ministry is typically completed within two to three working days once the documents are submitted with the correct prior authentication. Pre-authentication steps at other authorities (such as district offices or the Ministry of Education) may add additional days. Our written advisories include a realistic timeline estimate for each document based on current conditions at the time of our assessment.

Do foreign documents also need authentication before use in Thailand?

Foreign documents presented to Thai authorities or courts typically require authentication as well. If the issuing country is a member of the Apostille Convention, an apostille from that country's competent authority is generally accepted. If the issuing country is not a member, documents will need to pass through the issuing country's own legalization chain and may require further certification at the Thai consulate in that country before use in Thailand. We can advise on inbound document trails as part of our engagement scope.
